As a result of flooding in Dagestan, residents of 30 districts and parts of four cities remain without electricity, a state of emergency has been declared in the Khassavyurt district, and 250 people have been evacuated from Makhachkala along with 43 patients from a hospital in the neighboring village of Botayurt.
